I used PSP 2020 to create my tag and make the translation
you can follow this tutorial with another version of PSP, but the result might be slightly different

Supplies
1 mask - tubes – palette - Shawnee’s watermark – texture - gradient - Shawnee's watermark

TIP 1 -> if you don’t want to install a font -->
open it in a software as « Nexus Font » (or other font viewer software of you choice)
as long as both windows are opened (software and font), your font will be available in your PSP
TIP 2 -> from PSPX4, in the later versions of PSP the functions « Mirror » and « Flip » have been replaced by -->
« Mirror »has become  --> image => mirror => mirror horizontal
« Flip » has become  --> image => mirror => mirror vertical

Prepare your work !
duplicate all the tubes and work with the copies to preserve originals
save your work often in case of problems with your psp
use the Dropper tool to pick up your colors into your tubes and misted images
Shawnee chose these :

don’t hesitate to change blend modes and opacities of the layers to match your personal colors and tubes
place the texture into the dedicated folder of My Corel PSP General folder
open the mask and minimize to tray

open a new image => transparent =>  900 * 650 px
selections => select all
copy / paste  « T30-mist Train » into selection
selections => select none

effects => image effects => seamless tiling => default settings

adjust => blur => radial blur

layers => new raster layer
flood fill with color 2
layers => arrange => move down

highlight top layer
layers => new raster layer
prepare a sunburst gradient in materials palette with the gradient « Ottone » provided
 place as FG color

layers => new mask layer => from image => mask T30
layers => merge => merge group

effects => edge effects => enhance
layers => duplicate
effects => distortion effects => Wind => from right / 100
layers => merge => merge down

copy / paste « T30-mist Train » as new layer / don’t forget to erase the watermark
image => resize => untick « resize all layers » =>  140%
enable the Pick tool with the following settings, to move the layer acurately => position X : 351 / position Y : -73
keep the tool active
view => tick « Rulers »
stretch from right to 300

hit the « M » key of your keyboard to disable the tool
blend mode of the layer : Screen
your layers palette looks like this

image => add borders => tick « symmetric » => 15 px white

image => add borders => tick « symmetric » => 40 px color 2

effects => texture effects => texture / use the texture provided

enable the Pick tool with the following settings, to move the layer acurately => position X : 6 / position Y : 83
hit the « M » key of your keyboard to disable the tool
effects => 3D effects => drop shadow => 10 / 10 / 45 / 40 / black

copy / paste « T30 - FV022 Feuille dorée » as new layer
image => resize => untick « resize all layers » => 75%
enable the Pick tool with the following settings, to move the layer acurately => position X : 716 / position Y : 322
effects => 3D effects => drop shadow => 1 / 1 / 100 / 2 / black

apply your watermark or signature
write your licence number if you used a licenced tube
apply Shawnee’s watermark

layers => merge => merge all (flatten)
image => resize => tick « resize all layers »  => 800 px width (or other size if you prefer)
adjust => sharpness => unsharp mask => 4 / 30 / 10 / UNtick « Luminance only »
