I use PSP2018 to create my tag and write my translation
but this tutorial can be realized with another version
according to the version of PSP you use, the results might be slightly differents
don’t hesitate to change the blend modes and opacities of the layers to match your tubes and colors

Use this pencil to follow the steps
hold down left click to grab it and move it

Realization
1
open a new transparent image 800 * 500 pixels
prepare a linear gradient into the FG box of the materials palette

flood fill layer with this gradient
adjust -> blur -> gaussian blur / 30
adjust -> add/remove noise -> add noise

copy / paste as new layer « calque hiver patineur » (icy expand)
move it bottom right

copy / paste as new layer « Snowy_Arbor_JG »
move it to the right (see final result)
layers -> arrange -> move down
blend mode of the layer : Luminance

copy / paste as new layer « BartekBlandscape-mistedbydragonblu2 »
blend mode of the layer : Luminance
move it top right
layers -> arrange -> move down

move it bottom left

copy / paste as new layer the bow tube
move it top left
layers -> duplicate
image -> mirror -> mirror horizontal
layers -> merge -> merge down twice
effects -> 3D effects -> drop shadow -> 1 / 1 / 60 / 1 / black

enable the Text tool and write the text « Beautiful Winter » with the font provided (or another text)
in the materials palette, close the FG color, color 1 as BG color

layers -> convert to raster laeyr
move this text on the top of the tag
effects -> 3D effects -> drop shadow -> 2 / 2 / 60 / 1 / black
adjust -> sharpness -> sharpen more

layers -> new raster layer
apply your watermark
layers -> merge -> merge all (flatten)

edit -> copy
open Animation Shop
edit -> paste as new animation
edit -> duplicate 11 times, to obtain 12 images
edit -> select all
open the skater tube
edit -> select all
edit -> copy
back on your main work
edit -> propagate
edit -> paste into selected image
drop the skater on the icy expand

Your tag is finished.
