you can follow this tutorial with another version of PSP, but the result might be slightly different

Supplies
tubes – palette - pattern

TIP 1 -> if you don’t want to install a font -->
open it in a software as « Nexus Font » (or other font viewer software of you choice)
as long as both windows are opened (software and font), your font will be available in your PSP
TIP 2 -> from PSPX4, in the later versions of PSP the functions « Mirror » and « Flip » have been replaced by -->
« Mirror »has become  --> image => mirror => mirror horizontal
« Flip » has become  --> image => mirror => mirror vertical

Prepare your work
duplicate all the tubes and work with the copies to preserve originals
your work often in case of problems with your psp
use the Dropper tool to pick up your colors into your tubes and misted images
Animabelle chose these :

don’t hesitate to change blend modes and opacities of the layers to match your personal colors and tubes

open a new image => transparent =>  900 * 500 px
flood fill with color 1
selections => select all
layers => new raster layer
copy / paste the main tube into selection
effects => texture effects => mosaic / Antique

effects => User Defined Filter => Emboss 3
selections => select none
effects => geometric effects => Perspective / Horizontal

view => tick « Rulers »
enable the Pick tool and narrow the shape pushing the right-hand side to number 150

view => UN-tick « Rulers »
selections => select all / selections => float
selections => modify => expand => 5 px
layers => new raster layer
flood fill with color 3
selections => modify => contract => 5 px
hit the DELETE key of your keyboard
close the eye of bottom layer
effects => plugins => Unlimited 2 => Tramages => Glass

open the eye of bottom layer
layers => merge => merge down

layers => duplicate
image => mirror => mirror horizontal
layers => merge => merge down

copy / paste « fond_sapins_neige » as new layer

image => resize => untick « resize all layers » => 70%
effects => image effects => offset => H :  20 / V : 10 / tick « custom » and « transparent »
adjust => sharpness => unsharp mask / default settings

image => add borders => tick « symmetric » => 2 px color 4

select the 30 px border with the Magic Wand tool
flood fill selection with the following radial gradient / colors 1 & 2

adjust => blur => gaussian blur => 20

selections => invert
effects => 3D effects => drop shadow => -11 / 11 / 40 / 35 / black

image => add borders => tick « symmetric » => 2 px color 4
image => add borders => tick « symmetric » => 40 px white
select the 40 px border with the Magic Wand tool
in the materials palette, select the tab « Texture»

copy / paste « Adrimar 167 » as new layer
image => resize => untick « resize all layers » => 70%
image => Flip => Flip horizontal
place properly (see final result)

image => add borders => tick « symmetric » => 2 px color 4
write a text of your choice with the Text Tool, setting color 4 as BG color
apply your watermark or signature on a new layer
write your licence number if you used a licenced tube
layers => merge => merge all (flatten)
file => save your work as... type .jpeg optimized
