but you can follow this tutorial with another version of PSP, however the result might be slightly different

Supplies
images and tubes - mask

open the tubes, duplicate, close the originals, and work with the copies
place the selections, gradients, patterns,... provided into the dedicated folders of Corel PSP General folder
or import
open the mask and minimize to tray
TIP 1 -> if you don’t want to install a font -->
open it in a software as « Nexus Font » (or other font viewer software of you choice)
as long as both windows are opened (software and font), your font will be available in your PSP
TIP 2 -> from PSPX4, in the later versions of PSP the functions « Mirror » and « Flip » have been replaced by -->
« Mirror »has become  --> image => mirror => mirror horizontal
« Flip » has become  --> image => mirror => mirror vertical

Alien Skin Eye Candy 5 Textures
Alien Skin Xenofex 2
Animation Shop (if you want to animate your tag)

set FG to color 2 and BG to color 1 in the materials palette

Realization
open a new image => transparent =>  900 * 600 px
selections => select all
copy / paste the « fond » tube into selection
selections => select none
effects => image effects => seamless tiling => default settings
adjust => blur => gaussian blur => 50
effects => plugins => Flaming Pear => Glitterato
Alyciane clicked severa times on the green wave - test and find the effect you like best

adjust => sharpness => sharpen
layers => new raster layer
flood fill white
layers => new mask layer => from image

adjust => sharpness => sharpen more
layers => merge => merge group
copy / paste the Misted tube as new layer, place properly (see final result)
layers => arrange => place under the Mask layer
copy / paste the « cookies » tubes as new layer and place
copy / paste the bird tubes as new layer and place on a flower
duplicate and place on the other flower
your layers palette looks like this

TN => I dropped a shadow on all the elements
layers => merge => merge visible
effects => plugins => Unlimited 2 => Buttons & Frames / 3D Glass Frame 1

set your work aside (save in case of problems)
open a new image => transparent =>  900 * 600 px
selections => select all
copy / paste the « decoration » tube into selection
selections => select none
click in the middle of the frame with the magic wand tool
selections => invert
layers => new raster layer
flood fill with color 2
effects => plugins => Alien Skin Eye Candy 5 Textures / Texture Noise / color 1

selections => invert
layers => arrange => bring to bottom

back to you creation => edit => copy
back to the frame => edit => paste into selection
selections => select none
add your watermark and write your license numbers if you used licensed tubes
if you don’t want to animate your tag =>
layers => merge => merge all (flatten)
save your work as... type .jpeg

Animation
highlight top layer (decoration)
effects => plugins => Alien Skin Xenofex 2 / Constellation
settings => Glimmer

edit => copy special => copy merged
open Animation Shop => paste as new animation
***
back into PSP
undo last action (effect Constellation)
redo this effect with the same settings, but click on the  « random seed » button at the bottom
edit => copy special => copy merged
back into Animation Shop => paste after current frame
***
redo from *** to ***  twice more
save your work as ... type .gif
