but you can follow this tutorial with another version of PSP, however the result might be slightly different

Supplies
images and tubes - selection - mask - preset - Font

open the tubes, duplicate, close the originals, and work with the copies
place the selection provided into the dedicated folder of Corel PSP General folder
double-click on the preset to install
open the mask and minimize to tray
TIP 1 -> if you don’t want to install a font -->
open it in a software as « Nexus Font » (or other font viewer software of you choice)
as long as both windows are opened (software and font), your font will be available in your PSP
TIP 2 -> from PSPX4, in the later versions of PSP the functions « Mirror » and « Flip » have been replaced by -->
« Mirror »has become  --> image => mirror => mirror horizontal
« Flip » has become  --> image => mirror => mirror vertical

set FG to color 1 and BG to color 2 in the materials palette

open a new image => transparent =>  900 * 600 px
prepare a sunburst gradient in materials palette

flood fill layer with the gradient
effects => plugins => Plugin Galaxy / Glass / Bubbles

adjust => sharpness => sharpen
layers => new raster layer
flood fill layer with color 1
layers => new mask layer => from image

layers => merge => merge group

open the eye of Raster 1 and highlight this layer

selections => load-save selection => from disk => selection # 1

adjust => sharpness => sharpen
adjust => add-remove noise => add noise / gaussian / monochrome / 20

copy / paste the fourth clown tube as new layer, resize with the Pick Tool / mode : Scale and place properly

place the two text tubes created with the font provided
highlight Raster 1 and copy/paste the decoration tube as new layer
your layers palette and tag look like this

highlight the background layer => edit / copy
image => add borders => tick « symmetric » => ...

select the 15 px border with the Magic Wand tool
